The link you provided states:

Ireland (IE) 1234567X, 1X23456X, 1234567XX, (8 or 9 characters. Includes one or two alphabetical characters (last, or second and last, or last 2))

But the official EC VIES documentation is mentioning only two of the three structures.

IE-Ireland IE9S99999L IE9999999WI 1 block of 8 characters or 1 block of 9 characters

What I'm going to do is to implement the official structures mentioned on the EC VIES documentation. I think that the documentation reflects the accepted values on their service.
