I don't see why we would maintain two branches, especially since we wouldn't be able to push the master branch (non-M3) of the SDK to Herd for people to use. I don't think we have such bad M3 bugs that we can't base the SDK off of the M3 release until we do another release.

Can this be closed, or do we believe there's a wider issue around how we handle multiple versions of the SDK compatible with different releases of the compiler and language module?

I think this is something that at some point we will have to handle. Either decide that supporting a new binary format always means having to make a new version (which probably means having to go to a new minor version so you can still have bugfix releases for the old one) or decide that we can have a single version with multiple binary implementations.
In any case it doesn't seem right to be an entire development period without proper Herd modules like we had now for M4.
