CUrrently, when $tag is set in the environment, accept will only run a data driven test,if it contains the Label that matches the tag. To run all the tests in the local TestCases batch, the user would have to add the label to every test. This is too tiresome. Instead, define an override flag on the test info, so when its set, accept will return true as long as the test is not marked as skip, so in effect overriding the presence of the Label property.
