I think this is due to the network security feature of Android OS which randomizes the device MAC per WiFi network. When turned on, spoofing is ineffective. However, when this is turned off and the OS uses the device MAC instead, this program works.

It may be an adapter dependent issue or something with ARP protection in your Router.
Can you please send me the following information:
- You Windows version and build version.
- Your Adapter Information.
- NPCAP version.
- You router brand.
Stick with the coming updates as I will be improving elmoCut over time and your issue may be solved.

Nothing can block a dynamically changing MAC.
I am also working on an auto discovery feature with auto lock option to kill any new MACs.
This may be a workaround for this problem but will require some work with whitelisting to organize device blocking mechanism
