What's The Best Framework To Build Future Proof Web Apps On?

I've been holding on to a code that for some time, has been the past gold standard for primarily, the functions of a multi-purpose web app for social networking communities. It's built using Javascript, CSS, Ajax, JQuery, PHP, MySQL and HTML primarily. My problem is that, it's dated.
Many platforms these days are not using self hosted file structures. Instead, they're centralizing everything into the cloud and mobile apps. While mobile apps sound great for the branded end user, they're quite a head ache for a developer and business owner to maintain full time. This is why many apps simply use a modified web version of the same website with responsive pages served to devices of any screen size as a cheap and viable alternative.
Most modern web browsers haven't changed their serving of web page standards a lot from 10 years ago, when this code was first being actively developed. Apart from HTTPS requirements and the updating of PHP versions, it largely functions as is because it's truly self hosted. Apart from the embedding feature which is several API versions out of date.
But it is directly due to the reliance on unneeded integrations with things like separate mobile apps and API's that I am truly wondering this question. For web apps these days, what is the best future proof languages to code them in now. And has it changed much over the past decade?
I seem to recall websites being faster to load when they weren't trying to target ads, or track you with extra cookies. I believe in a minimalist approach to keep and sustain visitor attention rates, including search engines and bots. I find it much easier simply to program something for a bot to work with, than I do configuring back end compatibility as a lot of front end code doesn't always require it.
You could say this is a full stack PHP related inquiry into the necessary loading of languages, all for an overly complex push for Model View Controller code standards? When ultimately it's basic text, and file embeds users interact with plus file permissions in the end. What language is most relevant to code in to have appearance, page performance and oer all maintenance be as efficient and future proof as possible?
That is what my business will be based on in future.
