Reload/Crash Memory Leak

There is a memory leak happening on reload/crash because the reload runner does not properly unload the modules

Moderation Stuff

I have a roadmap at home but I've been pretty busy with chiyoko lately.
I've decided to (kinda) dedicate (more or less) one week to Tomoko, getting as much as possible done.
Highest Priority here would be the moderation system, with warns, kicks, bans, profanity filters, r9k functionality etc.

New Eris Version

The Eris discord bot framework has been updated many times throughout the months and Tomoko still uses 0.11.0 or something.
Tomoko should be upgraded to the latest Eris version.

Port everything to new command system

By now, the new command system has been tested and it seems like it is robust enough for production use.
All Commands, Subcommands, etc. should be ported to the new command system
