These seem to be all the impediments to the HRE getting formed. Currently, the setup is less than stellar IMHO -- making it a little too easy to form the HRE from 936. OTOH, it should be pretty easy to do so. The SER is also formable. I've done no observes or actual playtesting to see if there's anything else in the way, but I don't think so. Thus, closing this. It can be reopened if observes or the like suggest otherwise.
