how are these files processed??? Really important for me

I wonder how you collect the data of frauds, that "listing_accountingfrauds.csv". And the "accountingfrauds.csv" used in "11.get all frauds.ipynb" wasn't uploaded. I can't find these collected data on SEC.gov
