Currently we can only configure a single JIRA server URL. This works great if you only ever have one JIRA instance you work with, but if there are multiple (e.g. multiple OSS projects hosted in different places, or a company JIRA instance and an OSS JIRA instance), you can only pick one.

At first I was thinking we could have the extension check for a 404 on a "primary" instance, and if so then redirect to a "secondary" instance (and potentially so on down a list), but looking at the source code, it seems it will add unnecessary complexity.

Now I am thinking we can just enhance the popup window to show multiple options, so instead of something like:

JIRA-XXXXX

You can get:

InstanceName1: JIRA-XXXXX
InstanceName2: JIRA-XXXXX

When there is only one instance configured, we can fall back to the existing behavior.
