Sometimes, conda gets hung up while solving the environment and this has been a known conda issue for a long time. This usually happens when some of the packages have a ton of dependency packages and if other packages have conflicts with them.
If creation of environment is taking too long, please follow these instructions here to create the environment. (Here we are installing packages one by one or in manageable chunks instead of in bulk). Hope this helps, closing this. If you have further questions, please feel free to comment on the thread :)
