I also encountered this error. It had to do with the fact that ethjs doesn't seem to come packaged with the most recent version of ethjs-query (link). The workaround is to use the libraries directly:

const HttpProvider = require("ethjs-provider-http");
const Eth = require("ethjs-query");
await Eth.contract(...).new();
