Vimeo streaming module for VLC

This lua script is a forked version of vimeo.lua in VideoLAN/VLC.
I improved vimeo.com URL resolving and title decoding (this module enables VLC to decode escaped utf8 characters)
This module requires third-party utf8 module by Stepets (https://github.com/Stepets/utf8.lua)
