DLT Primer TOC Link Issue

Steps to Reproduce:

  1. In https://github.com/finos/zenith/blob/main/primers/blockchain-and-dlt/README.md the headers are not formatted properly. See https://github.com/finos/zenith/blob/main/primers/artificial-intelligence/README.md for header format that worked previously.

Expected Result:

Each header in the body should not link to itself. Only TOC header items should redirect. Consequently, the links in the DLT TOC do not properly redirect as a result.
