Talvez seria interessante ao invés de lançar uma exceção em caso da data ser um final de semana ou feriado, fazer uma implementação recursiva onde iria diminuir -1 dia até o próximo ultimo dia útil. Ou então deixar isso opcional como parâmetro no construtor de alguma forma. :)

Fiz um exemplo:
