Can I specify ruby version?

It appears as if the buildpack is pulling the ruby version from my environment instead of my gemfile or a config variable. I am developing on Windows with Ruby-2.0.0 x64-mingw, but I want to deploy to heroku with just ruby 2.0.0. When I push, it errors with 'x64-mingw is not a valid ruby version'. Is there an easy way to specify the ruby version for the buildpack?

Rails 4 support

When running this buildpack, I noticed it only supports Rails 3. Could you add Rails 4 support?

-----> Writing config/database.yml to read from DATABASE_URL
# ...
-----> Rails plugin injection
       Injecting rails_log_stdout
       Injecting rails3_serve_static_assets

Add Ruby 2.1.2

Ruby 2.1.2 was released a few days ago and it would be nice to be able to use it with freetds. Any chance of a 2.1.2 ruby build?
