I tried this mod on a 1.5.2 install and the only thing that seems to work correctly is the "Add user" and only when "Generate random password?" user is checked (although the welcome email has a small flaw, it says "My FluxBB Test Forum %s Mailer Mailer" at the bottom of the email.)

If the Admin gives the new user a password manually, the user can log in but the user's name isn't shown in "Newest registered user:" nor does the "Total number of registered users:" count increased by 1.

As far as "User Prune" function goes, it does delete the user and posts but his/her name isn't removed from "Newest registered user:" and isn't subtracted from "Total number of registered users:" and I had to correct this by deleting cache_users_info.php.
