1. Truncator::UrlParser.shorten_url when URL contains query param with no value should just perform a basic truncation

Test on the truncator gem are failing on the latest ruby-2.0.0 and up (including 2.1.1).
It works on ruby-2.0.0-p353 and before.

If you pass in a URI string that happens to be frozen, it throws a runtime error if the URI instance cannot be created because of the gsub! call.
