The interest manager class could be the sole outgoing pipeline for events in the eyes of the controllers. It could help to propagate events dynamically to any number of external systems, without having to rewrite/modify the controllers.

An example would be if there is an intention to implement a websocket server, in order to publish the game state to an admin panel web browser. In this situation, the interest manager would ingest all the events generated, and dispatch them to the related players, but also to the websocket connection and others.
