We may want to leave open the possibility that entities in neo are explicitly more general than other frameworks; e.g. a gene ID that expand to a URI that has no owl axioms constraining it to be a region of DNA or DNA sequence; we allow them to be used to denote the product. This sounds odd but is the result of ongoing discussions in the GO.
Consequently, we may wish to give these new URIs derived from source database IDs in different ways. For example: NEO:MGI-nnnn. The uniformity may make them easier to manage. Some pain in converting to GAF etc though.
