Use description is in a profile/use.desc but it seems equery and such doesn't handle it. Anyway as many of the packages is in tree now we need to create a global hoogle flag on tree level.
@trofi, any objections? If no I'll write an announce to -dev ML.

There already is a hoogle flag description in overlay: d454af3
euse sees that but not equery and fquery:
