Better handling of high loads

Since eDEX-UI has got a bit famous, numerous users have been trying it out, generating a considerable load on IPapi (41.25 GB of .json data sent out in 3 days).

Instances of the API are being spawned around the world to work until their death (a weird 503 error) in a desperate attempt to keep up with the load. This might need a complete rewrite.
