With the python3 compatibility patch having been merged, it would be great to have a new tagged & published release.

The 'VERSION' file that exists in the root of this git repository isn't included in the bundle you can download on github. This causes running setup.py to fail.

Just doing a simple:
from usersettings import Settings

in Python 3.8 gives this error:

SyntaxError: leading zeros in decimal integer literals are not permitted; use an 0o prefix for octal integers

I use this library according to the example from the project readme. But when I re-run my app I have all settings twice. How can I then fetch the right one?

Python 3.9 has been out for a little while now. It would be good to update the CI configuration to test on it.

It might also be worth considering dropping support for python2, given it's been end-of-life for a full year now.
