We should find out how the splash_screens
manifest property relates to this. Maybe it's a recent addition to the spec?

I do not like splash_screens
for various reasons. Chrome only uses icons
and name
to build the splash screen. I know a lot of websites were very excited to use the Chrome splashscreen feature but so far I have not heard of one requesting splash_screens

In which case let's take it as a strong signal to base the audit on the individual properties.

splash_screens to me seem like a solid way to have an logo / image true to the sites brand that is better suited to a solid bg color that simply can't / doesn't fit for the add to homescreen icon (But this discussion feels somewhat out of scope from this issue).
