This is actually a regression for me. I'm using a JOSM savefile (converted railtracks shapefile) and i had to revert this commit to get it working. Without this it would fail on the "osm cannot be empty" exception in OSMreader. It worked fine before the commit as well.

Hmmh, what exactly did you do to export the osm file? When I'm just downloading an area from osm servers and then hit 'save as' everything works as expected. (Please step by step instructions as I'm a newbie regarding josm :))
I also cannot see any negative ids so probably I did something different. I've used josm-tested.jar (version 5939)

This fix is indeed completely unnecessary and will be removed in an upcoming push.
