Notify about failed builds in master about roobot HOT 5 CLOSED

Hm. I've been a little MIA, but I think something like this should be simple. Notifify of failed builds on travis, or rather, build-deploys on heroku?

(We may have this ready to go, but something got disconnected during the renaming process.)

I don't see it among scripts/. Deployments are usually supervised, so failed build on master travis are more useful.

This isn't a roobot issue, Travis has its own bot for IRC notifications, we used to get them in the #gittip chan.

If you enable skip_join, remember to remove the NO_EXTERNAL_MSGS flag (n) on the IRC channel(s) the bot notifies.
