Support migration interfaces should explicit extend MigrationInterface

I think ContextualMigrationInterface and RunAlwaysMigrationInterface should extend MigrationInterface because without it they are useless.

What do you think?

binary from package does not work with nonstandard bin-dir in composer.json

Here it is the problematic part of my composer.json:

  "config": {
    "bin-dir": "bin"
  }
}

So, Composer creates symbolic link migrations under project's bin folder. But when I try to execute this binary I get the following error:
