When 2 gateways from the same IP address are both connected and both subscribed to the same (S,G), the relay does not dup packets to both UDP sockets.

The problem is that within the sgnode, the gateway's key is just the remote IP address, not the IP+port:

This probably has other problems, like adding gateways on top of each other as they send new membership reports or something. Not good. Annoying to fix because we're weirdly using patricia trees as the container. Probably right to either change prefix_t or add a prefixwithport_t and use that for the sg_gwroot's key.
