Randomly generated proportions occasionally don't sum to 1

RecentHistory seems to run init twice

Doesn't seem to affect output, but it's confusing?

Behaviour when an event over a range is specified is weird an unintuitive

Currently, if there is an existing event at a single time in the specified range, the event will be added into the time, regardless of whether it is an 'early' or 'late' time. I think it should consistently be one or the other.
