Default locale does not match default region
If the service layer is instantiated with a region parameter passed, but no locale is specified, the default locale remains en_US, which causes a a region/locale mismatch thrown error for any non-US region..
Bad Path
Line 5 of ItemRequest.cfc - remove /data from the path.
Class structure cleanup
Classes specific to D3 aren't in the /d3 package.
Classes specific to WoW aren't in the /wow package.
A little cleanup is in order.
Locale / Region cannot be set after init
constructFactory() is called in the the service layer's init(), and caches the factory locally. As a result, follow-up calls to the service's setters (ie. setRegion(), setLocale()) do not propagate down into the factory.
