Likely an issue with me making the version number too low when specifying the dependency on the base package. Do you have the latest Haskell Platform?

Actually, the commit 1aeaac0 introduced an #if pragma that checks the version of the base library and only uses Control.Monad.ST.Unsafe if the version is recent enough. You may want to fiddle with the particular version number.

Also note that this is for version 0.2.0.4 of the vault package.
