Implement 1 min delay to requests when HTTP 429

To respect the API servers and avoid an IP ban, please wait 1 second between requests. If you receive an HTTP response with a 429 status, please wait a full minute before resuming API usage.

Add the irssi script to repo

Add to the repository: The irssi script that allows using lichess-apitool for IRC .
It is written in Perl.

Check that user exists on lichess

Implement a check for user existance so that we don't query for non-existing users for the output.

'xxx is observing xxx, who just played the king's indian!'
that would be a pretty sophisticated auto-comment there
