观察京东商品价格变化，当商品价格降低，且有货时，就短信通知设定里面的手机
目前支持实时添加/删除要监控的商品(未处理可能出现的竞争冲突的问题)
当商品价格降低，且有货时，就短信通知 notify.py 里面填写的手机号（使用飞信）。
当前为十分钟检查一次
包含如下两个接口，一个增加、一个删除
