Xcode 5, evidently. Although if it's just the .nibs that are the problem, I think Xcode can save older format nibs on request?

The newest version of Xcode available for Lion is 4.6.3, so it would be good to be compatible with that, at least.

I just pushed a xcode4v2.3.0 branch that may work; I'll get around to testing it at some point but I am kinda hoping you'll beat me to that if you've got an Xcode4/Lion setup handy :3

IMO, old versions of Xcode should not be supported. The only way it really could be easily supported would be through something like CMake but that doesn't give us any other benefits.
