What could be the reason? Is there a step by step process for it?

Do not include binaries, this will include 1GB for each commit to update them.
You can include a link to Harbour repository, a pré-defined point, and Harbour source code will be a sub-project.
Or you can create a separated repository only for Harbour/C Compiler, and add a link to it.

hbp have all needed configuration, but when open hbp file using IDE, it removes important lines.
This invalidates ready to use hbp files.

It is about libwinlpthread-1.dll on machine and on path, or get error on EXE execution, error 0xc000007b.
My test:

Using mingw x86_64-POSIX 7.3, need dll on path or get the error.
Using mingw x86_64-WIN32 7.3, do not need dll and no error.
Both versions are 32 and 64 bits.

This occurs only on HMG, no other library, including OOHG and HMG Extended.
I do not know about C, and do not know if this is a problem or not, but may be the information could be included on BAT and/or HBP

Occurs when attempting to run IDE.exe (or IDE_ANSI.exe).
Issue was solved by renaming 'hmg.ini' in HMG/IDE (or IDE_ANSI) to 'hmg.ch'.

Check about codepage before save IDE source code
