setup fails at opencv dependency

If I do make deps install, I get this from the pip install . step:

This is despite the fact that opencv-python-headless is installed in the currently active venv (and I can python -c "import cv2").

What am I doing wrong?

Also, is this the correct way to control an Android device, or should I rather merge the physical_import branch in browse-ocrd itself?
