Yes, I do have a fix committed for using the arrows on the external keyboard, and I do have working arrows on the internal keyboard, but the internal keyboard only appears in edit mode. From what you describe, it seems we also need working arrows in command mode. That would mean more buttons, and space is a bit tight, especially on a phone.

So, the "left arrow" and "right arrow" the user interface tour mentions are buttons that are supposed to appear on the popover window, along with the "x" to close the window. The question becomes: why did they not appear? I'm investigating.

The arrow keys work for an external keyboard, but the pop ups don’t close. Still can not exit from this mode other than by killing Carnets, or by reopening the notefbook through the Files app

Interesting. Thank you for mentioning that the arrows now work from an external keyboard. Ending the tour (repeated pressing of right-arrow) and hitting "Esc" (on the external keyboard) both made the popup disappear for me.
Hitting the back button also works.
The easy solution for this one is to disable the user interface tour.

i have a Logitech slim combo, with no escape key (ipad pro). It does have a special key that is supposed to bring uhh the internal keyboard. That is hit or miss across apps. Carnets does not recognize it. I prefer the external but also switch to internal when e.g. standing.

The internal keyboard appears in edit mode, but not in command mode using the logitech slim combo. It does not have an ESC key, so I’ll try creating a keyboard shortcut. It would be nice to keep the top row with the escape key always available.
