Allow multiple pull request templates

Is your feature request related to a current shortcoming? Please describe.
Currently only one pull request template is available. Meanwhile it's possible to store the template to
allow us to have multiple templates we do have for issues.

Describe the solution you'd like
Move the pr template handling to the same scheme as issue templates.

Remove assigne from the templates

Is your feature request related to a current shortcoming? Please describe.
gh still has the bug that it fails on creating an issue on the first try when fetching settings from a template and additionally setting them interactively.

Describe the solution you'd like
As assignee is not set anyway, remove it from the templates and only leave the issue type label.
