Is your feature request related to a current shortcoming? Please describe.
The current module is functional but needs some improvments in terms of design. In
additions it does to much things.

Refactor towards a better manageable module and release 1.0

• Provide slurm package installation tasks
• Provide slurm user/group creation tasks
• DO NOT provide functionality regarding Munge daemon/user/group nor should be a dependency there
• DO NOT provide slurm configuration management
• DO NOT provide compilation or repository functionality

Describe alternatives you've considered

Module search on https://forge.puppet.com/ was done and the modules treydock-slurm and ULHPC-slurm
have been evaluated. Both cover a lot more stuff than we need especially the creation of the slurm.conf
and other configuraiton files, which we explicitly do not want to handle using puppet.
Therefore it's feasible to create "another" slurm module with only limited functionality.
