In order to prevent abusing the GitHub API, the current v3 has a rough manual implementation to "debounce" requests are Rate Limited.

We detect Rate Limits by looking into the X-RateLimit headers that accompany every GitHub API response.

Once the available requests are exhausted, we block the request cycle and flag the corresponding feature for a retry. The current available features are:

• Repository Search (Via topic tags).
• Repository Stats (Which should be improved for the v3.1 milestone).

A great way we can improve the Rate Limit handler is to use the Official OctoKit Throttling plugin, this way, we can effortlessly handle GitHub's rate limits, while also detecting the currently undetected Abuse Limiting.
