Using Arduino UNO R3. WS2812B lights

Hi Bob, I know this is an old project but hopefully you can guide me in the right direction. I've uploaded the code on my Arduino Uno and wired everything per the schematic that ayou provided. the results that I am getting are a constant power to the LED lights (White & Blue). The Switch and the PIR Motion Sensor are not reactive. I appreciate any help that you can provide for this project.

Note: I have Adafruit NeoPixel Lights, the package contents mention KH800, I tried changing the chip set but resulted in numerous errors.

I uploaded the script to the Arduino successfully and wired all components as shown. When I go to test to see if everything is working, the arduino will only turn on if the switch is turned on. When the arduino is on, the LEDs are blue and white which I believe means the PIR should be working as well, but the light Im using to simulate the screen is constantly on. Any suggestions?
