osm_tile - split an osm file into several tiles

This is a simple tool based on Osmium to split an OSM file into several files covering different bounding boxes.

This is done in a single pass through the input file writing out to the different tiles in parallel.

Note the files generated are incomplete in the way that nodes of ways crossing the edge of the bounding box are only partially included. Whatever tool you use to process the resulting data has to be able to deal with that.

osm_tile currently only processes nodes and ways.
