The toolbar actions at the moment are split between views which may cause discoverability issues for new users
The split is unnecessary especially that we now have toolbar's menus so it's better for the toolbar to be static and consistent among views

Track changes and implement undo/redo functionality to allow users to revert back to a previous state if needed

The ability to manipulate the order and hierarchy of outlines is a critical feature that's currently missing in outliner mode

We need to do the following:

• Support it for both individual and multiple selected outlines
• Provide a menu with actions

Implement the ability to drag outlines in order to move around more naturally

It's a nice to have feature to further polish the outliner's experience after issue #1
