Can't find any usage of "Request VAT ID" Setting in the code (except the code which adds the field and saves the value).

After setting up the customer group with the new tax class for valid Vat-ID to a class with no Tax, I still get tax calculated in Cart and Checkout.
I've added Mage::logs() to the Oberserver to check if the TaxClassId of the quote address receive the correct value. It does but it doesn't make any difference. Any idea?

After this commit, which disables auto group assingn, extension does not work anymore.

I don't know how this module work -
It assign or not assign customer group automaticaly with proper VAT ID ?
After install it looks thats Don't assign customer groups automatically

Solution: Separation of Tax Class and Customer Group

In order to solve this problem, we decided not to make a change of customer group depending on VAT ID. Instead, the customer tax class is only set when it is needed. So we added an additional field in the customer group settings: a tax class which is to be used in case of a valid VAT ID.

Actually the opposite happens when installing the module:

After installing on Magento 1.9.3.8, the menu point "customers" is gone from Adminpanel.
Any idea how i can solve it?
