Current plan: hold out as long as possible 😀

Telecine needs an onboarding wizard (#2). Right now unless you read the Play Store description you have no idea how to stop a recording. There also should be a showcase-view style thing on the first actual run reminding you where to press to stop recording.

The onboarding wizard would be a good place to force you to enable the setting. A screen would explain the value proposition and not let you proceed until it was enabled. We can deep-link you into settings for it, LastPass does this.

After you enable it, we can do the permission prompt for write. If you say no, we'll let you continue into the app. But when you press record for the first time (or launch via the shortcut) we'll reprompt you and force you to enable it before we continue. If you say no we can dump you back on the main settings activity with a persistent Snackbar or something telling you to enable write permission.

I just freshly downloaded one of our apps that uses SYSTEM_ALERT_WINDOW from Google Play (6.0.5), and I did not find this to be the case.
Have you seen this behavior from Google Play?

Actually, my bad: I was on my Moto X (6.0.0). Without further investigation, I would suppose those referenced platform commits made it into 6.0.1.

This behavior still only grants by default. For correctness, it'd still be ideal to handle the revoked case.
