When create new position. It need to setup the relation with competency model.

Teacher/Assisstents/Students can create discuss but cannot insert comments.

All question should be managed desperately which can be re-use.
When user to create new examination it can pick up question from question pool.
It also can create new question for this examination. The new created question will maintained in question pool for later use.

New Feature: Competency model assessment:

1. Admin need an button to start the assessment process.
2. Admin should chose user who need to be include into assessment process.
3. User need to assess first. In TODO list.
4. Once user finished the assessment, it will pass to his/her manager to assess.
5. Once manage finished assessment. the process is finished.
6. Admin need a page to view the overall progress of competency model assessment.

User can follow/unfollow course.
Course activity should been broadcast to its follower.

Currently, rich text are using markdown syntax which is not friendly for end-user.
Replace it with wysiwyg ediror

All module which has import feature should provide this sample CSV.

The default training plan should collect user's feedback before publish.
But, in some case, training plan do not need user's feedback. It should be consider mandatory training plan.

Position might belongs to categories.

• Position category is a collection of multi position.
• Position category should have a category name.
• Position should only belongs to one category.

Need to record user competency model changes history.

User list should have filter to quick locate specified user,

Design the whole structure of permission control module. It should include below feature:

• Permission control on controller actions.
• Permission control on each model's fields.
• Permission on permission itself.
• Permission adjustment.
