sorry for that - we really should get better detection using PATH.
For now you can make sure to set the following environment before you start Idea.
JBANG_HOME=C:\Users\User_Name\scoop\apps\jbang\current\
from jbang-idea.

Similar thing for installation via Chocolatey:
C:\Users\olive\no-defender>which jbang
