Persisting the flows to db would be great because you could then build a management i/f around that data. This also allows you to share flows between people.

Following on persisting to db, it would be very useful if the persisted flow had an instance name.

Imagine I have a new company creation process, I'd configure it as per you documentation and the flow would be called :new_company_creation. Because multiple people may be involved in the process it would be useful to have the instance of the :new_company_creation flow named, e.g. 'Example Widgets Inc Creation', so that multiple people could potentially interact with the flow and it can be listed in a management i/f.
