It looks like you have the wrong GPU firmware version mali_csffw.bin installed on your host. This will cause the GPU to run slowly.

Armbian requires an older firmware DDK g18* instead of the DDK g21* due to the panfork driver. https://github.com/JeffyCN/mirrors/commits/libmali/firmware/g610

@gnattu @cvium thank you for the link and explanation. I downloaded the other libmali package and now transcoding and tone mapping work!
The file is transcoded to h264 although my client supports h265/hevc. Can I somehow influence this or force h265?

I see you are using firefox, that one does not support hevc(at default). For edge to play hevc, you will need the codec extension package in the microsoft store.
