A little over a third of the geojsons from the download are empty and I don't think it's because the scrapers are broken. That's a lot of room for improvement. Track at alltheplaces/alltheplaces#1555

We can still move forward with preparing or even creating a MapRoulette challenge and add these later, depending on how long it takes to solve.

After more work filtering the places, convert to Line-by-Line GeoJSON and create a MapRoulette challenge.

It might reduce work in the MapRoulette challenge if places that already exist are either filtered out or submitted in a way that only tags are being suggested and not a whole new node/feature.

Also, if the address of an existing node or way matches, another 'tag suggestion' would be appropriate.

• Download county boundary ways using the overpass-api-python-wrapper.
• Write a script for filtering features by the boundaries in the county polygons
