Non-intuitive values for is_joined

I'm not sure if this is by design, but I find the handling of joined proceedings to be a little confusing.

Take case C-3/58. It is joined with a lot of other proceedings, which are listed in list_joined_proceedings. Yet, is_joined is given the value 0, as C-3/58 is the first case of the joined proceedings. joined_to here is "not available". I think it would make sense if is_joined was 1, and joined_to was C-3/58?

Case C-25/58, which is joined with C-3/58, is listed as as_joined = 1, with C-3/58 correctly being listed in joined_to. In list_joined_proceedings, however, it is only listed as having been joined with itself.

Proceeding C-25/58 R is given the case ID C-25/58, it is listed as joined, but in joined_to it appears joined with itself (C-25/58 R). The same value is given for list_joined_proceedings.

It also seems to me cases and proceedings list more or less the exact same information in these observations. So here I must have misunderstood something - I interpreted proceedings as listing one observation for joined cases, meaning that all these observations would be united under the proceeding ID C-3/58. If this is not the logic we are following I need to change the rolling release, but in this case I think this needs clarification in the main release.

Here is how I list C-3/58 in the current rolling release:

There's only one observation, which can be matched directly with data on the decision level most importantly to observe the date which the proceeding was first initiated.

Cases:

All joined cases are united under the same proceeding ID, making it easy to observe joined proceedings and the data available on a case level for all cases joined in the proceeding.

I realize this is complex and there's probably good arguments against doing it like this as well - I do not observe the procedure for interim measures as a separate proceeding before the Court, and I guess one could make the argument that it should be.

In the current release however, I'm not entirely sure how I would extract all case numbers associated with C-3/58. Sorting by cases where joined_to is C-3/58 would not work, as it would exclude the very case lending its name to the proceedings.

Install fails

Hi Josh,

After trying to install the package into a fresh environment, I get the following error:

Error: Failed to install 'iuropa' from GitHub:
  Multiple results for CXX14FLAGS found, something is wrong.FALSE

Is this a known issue or should I investigate further?
